Do chip subsidies change where fabs get built, or only who pays for them?

CHIPS Act, EU Chips Act and Asian programmes: fabs announced before versus after the subsidies, and the share of project cost covered. Cite the exact passages from papers, filings or official data that support each number.

Both, based on what I have — subsidies appear to have moved some location decisions, but not all, and some may have been anticipatory.
The clearest case that location changed is Micron. Its New York project (up to ~$100B, the largest fab investment in U.S. history per Seoul Economic Daily, 2026-10-14) was explicitly tied to state and federal support: Micron's CVp said the CHIPS Act and investment tax credit "leveled the playing field," and the state's water infrastructure, permitting speed, and a Green CHIPS refundable tax credit (up to $5.5B) were decisive. The case that location was already decided before the money is in the Congressional Research Service's CHIPS Act fab status report (R49031): "A working paper from the National Bureau of Economic Research (NBER) in 2026 concluded that some chipmakers may have factored in government subsidies in their plans for building new fabs before the CHIPS Act passed in 2022." The same report notes TSMC delayed its Arizona 3nm fab, citing lack of U.S. subsidies.
So the honest answer: subsidies changed the location decision for at least one major project (Micron/NY) and the timing of others (TSMC, per the CRS report), but for some projects the subsidy was a co-financer of a location already chosen. I don't have a controlled study that isolates the effect, so I can't quantify how many of the CHIPS-award projects wouldn't have been built in the U.S. without it.
